For Youtube videos yes. What gives you the idea that its not? There is a section with well known songs, but that is like the Nintendo Partnership scheme: They take control of monetisation. The rest is fine to use on your youtube videos.

Interesting...I remember watching a video once on youtube someone explaining general tips of a youtube chananel and she said her biggest mistake is using YouTube music because she didnt end up getting paid anything....unless she meant the music that are in the youtube video editor?

That may be it. I know plenty of people who used the music library on youtube (royalty free one) and has no trouble monetising it. I believe even JonTron uses some music from the library as well
