Good Beginner Editing Software

So, I have a few video out and have been more consistent this year, so now I want to focus on improving the quality of my videos. Since my videos are already 1080p quality and the Mic is okayish, I think my next step is learning to become a little better at editing.

Any suggestions? I Have a small amount of cash to spend but it's probably best to avoid that. What's the next best thing, I'm hoping for free Editing software, but I have a problem with the editing software I downloaded. Basically, the problem is that the software plays the video slower than you would watch the video, which makes it a lot harder for me to Edit.

Also, Any suggestions on visual effects software would be useful as well.
