When you export click the "format" drop down and select "H264". Below that is the "preset" dropdown, click that and select "Youtube HD 1080p 29.97"

if your shooting vlogs i recommend setting the bitrate to either 5,000,000KBPS (sony vegas) or 5MBPS (premiere) as youtube has 5MBPS bitrate i always set my target to 6MBPS (6,000,000KBPS) (to be safe) and set the max to 7MBPS (7,000,000KBPS)[DOUBLEPOST=1514930860,1514930822][/DOUBLEPOST]
