The Problem With A Shoutout Series

Shoutout Sundays are one of the worse things among small channels

I think if you're going to give someone a shoutout, it should be for a valid reason - maybe you genuinely like them and can segue it nicely into your video somehow or perhaps you're crediting them for something they did on your channel. Either way, if you just shoutout a person you obviously don't know or care very much about, it casts a negative impression on both you and the person you're "promoting".

I am a lot more likely to take a look at a new face if they're collaborating with a person I already follow and I like them or what they do. If you want exposure, make it worth your while. Be genuine and show the world what you've actually got to offer. You're more than just a name.

Nobody does a shoutout series to help others. It's always a scam to get subs for themselves.
