So this morning I told my mum that 13 is the minimum age to become a partner. She said that 'your still not doing it' I asked why and she said 'Because Stephen(My brother) said so'.....
How do I respond to this?

You can't make your mother change her mind, but it should be down to her, not your brother, since she's the adult in the family.
I'd leave it for a bit. You don't want to annoy your mum (and you are 13, so you have to respect her wishes). But look at it this way: you only have 26 views a day at the moment, and it's pointless partnering because it won't grow your channel and you won't pick up a penny. That isn't said to discourage, but it isn't worth upsetting yourself (or risk upsetting your mum) over at the moment.
To earn take-home money on a regular basis you need around 1,000 views a day, other than that you'll likely never see a penny of revenue.
