Norwegian currency is an available selection on the Fullscreen dashboard so it's likely they can partner you. I can call my partner manager in a few hours when the office opens to confirm.

That's illegal. It's not YT policy specifically, but the country you live in. Actually a bit of both, but still, don't do it. You could get into some serious trouble that way. If you're making money illegally you could technically go to jail or get your YouTube account closed.
