I can never become a partner?

They are willing to partner someone from your country if their youtube account is in good standing. As long as the reason you can't monetize is your location, you will be OK.
Wow, that's awesome! So when I'm big enough I can send them an application and explain in it that I can't monetize because of my location? Yay! This made me very happy! :D

You shouldn`t even need to, networks give you claiming not monetizing and they`ll know as you have to state your country in the contract! , although you may get lower CPMs then countries with enabled monetization :(
 
What's CPM?
Cost per 1000 views or money before split,

lets say you make 2$ per 1000 views from monetizable views (CPM), then the network + YouTube take a split of that leaving you with the RPM (Revenue per 1000 views)

I`d say a 3$ - 5$ CPM is normal is english speaking countries among most networks.
Maybe less in Norway.

And then how big the is RPM (Revenue per 1000 views / the money you actually get paid) depends on how big a split your network takes out of your cash :)
