You can get partnership,just not direct youtube partnership by monetizing. You can get partnership with networks such as Fullscreen,Machinima,Maker Studios,RPM/Socialblade,Creator X,Yeousch,TGN,TGS and so on and on. In my country monetizing videos isn't availible as well,and yet I got a partnership with RPM.
Don't worry,just keep on doing it and you'll get it.

Yea just DMed BentPixels on Twitter, that`s no problem for any of the BentPixel`s networks, they think it`s just for half-partnership (monetization) as I said in my previous postAwesome! Thanks!
