As long as you upload content that CAN be monetized (as in legally. No copyright music, etc.) I don't think it's a problem. I've seen networks that specifically mention that they are open to countries that YouTube won't monetize for. So they would understand that you aren't currently monetizing your videos.
 
But techincally isnt that illegal, because its not allowed in that country yet your changing it to do so? i dont know i guess its worth a try but be careful because ya never no :)

That's exactly right. Youtube will catch them in the end.

know* . No one cares as i see every Lithuanian ayouTuber who has an adsense monetiza theyre videos event without a partnership
