Rules,not rules i live 5 km from Poland so that means i can choose poland ^^.And its youtubes problem that they dont enable monetization on all countries.

If you cannot monetize , a network cannot partner you, changing your country won`t work as you have to fill your country in on the contract

As long as you upload content that CAN be monetized (as in legally. No copyright music, etc.) I don't think it's a problem. I've seen networks that specifically mention that they are open to countries that YouTube won't monetize for. So they would understand that you aren't currently monetizing your videos.

know* . No one cares as i see every Lithuanian ayouTuber who has an adsense monetiza theyre videos event without a partnership
