I can never become a partner?

If you cannot monetize , a network cannot partner you, changing your country won`t work as you have to fill your country in on the contract :(

As long as you upload content that CAN be monetized (as in legally. No copyright music, etc.) I don't think it's a problem. I've seen networks that specifically mention that they are open to countries that YouTube won't monetize for. So they would understand that you aren't currently monetizing your videos.

Which networks are these?

It isn`t YouTubes, problem it`s blocked for political and religious reasons.....

Actually I just checked it out, unless YouTube is blocked in your country this just means you can`t get half-partnership or (Adsense) With a network you should be fine :)

It just means YouTube are not currently selling ad spots to your country so with a network CPMs will be low
 
Just change in your channel to poland or uk and you will be fine as me :) (Because in Lithuania monetization iant avaible too.)

Don't do this. Ever. Fraud is fraud, this has been mentioned before. You're entering into a contract. Your country's laws probably don't allow for it, which is why it's not available.

They is no fraud about ayouTube in Lithuania.I dont want to wait till i get 1000 views a day flr a sillt network that pays 1 dollar cpm .I know its kinda illegal ,but until then i do what i do.
 
Don't, it's illegal and youtube will catch you in the end. Besides do you care by going with the rules or break the law by what that person says?

I know Your Daily Laughz, the network I am currently with, offers worldwide partnership (though I don't know specifically if Norway is one of the countries). Watch the introduction video on www(.)youtube(.)com/YDLNetwork at 3:16 where he mentions it.
