What partnership should i go for?

It's just that that i only have 66 Subscribers and next to 70000 total views and the big networks often want over 1000 subs, Right?

It's going to vary on the subscriber requirement. Some have one and some don't as long as you have the views. The main reason, as far as we can tell, seems to be as a backup metric to dissuade view botters from applying. (it's gotten harder and harder for people to bot subscribers) Like we said though, as long as you have the views and they don't think there's anything shady... the subscriber requirement is moot or will go out the window fairly quickly!

As far as what network... just do your research and then select the best network for your channel and goals! Research 10 or more and then narrow it down to a handful and apply to those.

makers is up to you man.. same as rpm and social blade and there owner handled the rwj situation horribly and a couple situations to. I would apply to creator x, vultra, fullscreen. There active on the forum and give great service from what i can see

Creator X contract is 1 year with auto-renew if everything is cool. (fairly standard)

If i test to apply for Creator X it stands they need access to my youtube account already know! Will they have access to my youtube channel before im signing the contract?

nope it asks you this for every network they need access to see your stats.
