You don't need a PayPal to apply, but since it's free and you aren't required to have a bank account, you should make one and then apply. It just makes the process easier, and so that way down the line, you don't have to request for anyone to update your PayPal to the correct address.

It should have said what kind of access it gives, but it's more of a formality than anything. (for stats and general account data) We're not tinkering around in your account just by applying. :) Also, if you go into your Google account you can see who has access, what kind, and shut it off whenever you want.
