Hey I started a Youtube channel about a month ago and I realized exactly what you are saying is true, a couple of my early videos with rubbish thumbnails barely got a look but like my videos with happy wheels content and Youtuber Gamers in has shot up in views and I think it's because of my Thumbnails as well as good content.

My suggestions:

1- Make your Thumbnails Consistent (like many Youtubers do!)
2-Use Eye Catching colors
3- Do not put thumbnails unrelated to the video!
(doing that can annoy many people)

Personally i use the website Picmonkey!! All you have to do is save a photo upload it then edit away!! It's like MAGIC!!!

I always make sure to have the following things in my thumbnails :
1. Something attracting
2. Icon that has to do with the video
3. Other
