Hi!
There are alot programs and websites that offer thumbnail making.
But alot of them are scams or just dont work.
Today i am going to tell you what programs and websites do i use!
I use Adobe Photoshop.
It is a great program but it coasts money.
You can get a 30 day trial once you sign in.
Free website that i use is PicMonkey.
You should definetly check it out, its great and its working.
If you find better programs for use of thumbnail making just reply to this thread.

I use Adobe Fireworks. Which unfortunately has been from the Creative Cloud Suite software. It is available in their software archive, but it's just 10x faster to use than Photoshop. The software launches instantly, you can drag and drop layers and apply effects easily.
 
I actually think Paint.NET is the best free program to use.
It does have all you need and can make really great quality gfx.
You should download some plugins as Drop Shadow etc.
This is just my opinion.

I'll agree with you. I have never needed any other photo editng software other than Paint.NET
 
Pic monkey is very very good for thumbnails. A lot of famous youtubers such as Joe Sugg uses them. If you look at my thumbnails which are made from pic monkey they are pretty decent. Not the best but they are decent... I think
 
The most simple way is to use Panzoid, if you simply dont have a lot of time to make a top notch thumbnail then Panzoid is your best bet! Fast, easy and quite decent! thats what i use for all of my Thumbnails and they dont look tooo bad.
 
There's tons of these softwares out there, no matter what you have at your disposal it's the amount of knowledge, skill and experience you have towards it. Programs don't determine whether your thumbnails are better than ones than let's say Panzoid like JayPlays said.
 
I found Fotor works quite well. What i usually do is screenshot the video and then edit or add text and images using Fotor online which is a web based and then upload it to youtube. It's free as well.
 
My job pays for my Adobe Creative Suite and I have all of the applications. However, for thumbnail creation I use Adobe Premiere and Photoshop. I extract a IPG still from my video while I'm editing it in Adobe Premiere, and then I add text and other things in Photoshop! Really easy :).
