Can channel names be changed at anytime?

You would have created a new Google + page that carries your channel Name and branding and the link it to your channel

You would have simply created a new Google+ page that carries the channel name that you want and then link it to the channel. That way the page will carry your channel branding.

True, but when I was looking into the possibility of transferring my YouTube channel from my personal account over to my brand account (G+ page), I saw a message that said some things, like comments and likes, would not be transferred. I didn't want to lose years of comments on my videos, so I did what I did instead.
