Going from Monetization to Partnership

As ForeverAlonePrick said, you can't actually apply for a YouTube partnership anymore. You can only enable monetization and eventually you'll get all the features. The "get started" link on www(dot)youtube(dot)com/()partners hasn't worked in months, if not years.

There are many networks you can join. They basically give you all the partner features and deal with click-bombing for you. In exchange, they take a percent of your revenue (usually 40%). To join a network, they can either invite you or you can apply. They all have different requirements to join. Feel free to browse the monetization forums here and you'll quickly learn all about networks.
