YouTubers are getting away with adding tags in their description?

You seem very passionate about it. However, to keep your own sanity, I think it's good to remember that YouTube's terms of service are something they can choose to enforce as strictly or as loosely as they want. As long as they're not running afoul of any sorts of laws (slander, copyright, etc.), the TOS are only relevant to YouTube as a company.

Also, just having tags in descriptions probably aren't the only reason certain videos are getting high views. If it was that easy, everyone would just hop on that train.
 
You could try to report them to the dreaded Spam404 instead and see if that works xD It is crappy that they game the system & get away with it but I think a certain amount of people need to report the video for it to actually reach YouTube's attention, otherwise it may take time. They do actually take this very seriously, the channels that get away with it aren't getting away with it because YouTube lets them (it sets a bad example and is part of the reason that it was once thought to be okay to do, because bigger channels did it), it's because not enough people bother to report them and not enough people actually know it's against the ToS to report it to begin with.

I reported several channels spamming tags to spam 404. Over a year later nothing. One video with giant paragraph of spam in a ghost video has about 20 million views. Nobody cares. I guess that everyone can spam tags.[DOUBLEPOST=1468782772,1468782601][/DOUBLEPOST]

He's putting out tons of videos fast and they all have loads of TAGS in the video description. Still sitting there with the ch. I see nothing happening. I guess I will move on![DOUBLEPOST=1468829686][/DOUBLEPOST]

Trust me if YouTube is making money off of a video, and there aren't any copyright issues that will cause them to get sued, they won't take down the video unless a large number of people are offended by the content. Something as small as extra tags really isn't at the top of their priorities list. What I mean by focusing on yourself is, you can spend all your time working to try to take down someone else and possibly get no results, or you could use that time to focus on your channel and your content, and if you know that they won't enforce the extra tag rule then use it yourself. Personally, I have some experience with the way Youtube algorithms work, and from what I've heard and seen myself, only the first line of the description is basically taken into account for search results and recommendations, thus the rest is basically useless. If a video you've seen has spammed a lot of tags into the description, it is possible they actually have those keywords added in as proper tags, and furthermore take advantage of that. I don't think it should be a big deal though - each to their own.

This is because you don't know much about metedata & SEO. If you did and you were a serious youtuber you would be on my side of it. Go read the TOS. There is a reason why youtube disallows "EXTRA TAGS" AKA METADATA in the video descriptions! Wake up and snap out of it. I have found new countless viral videos spamming extra tags in the video description. Youtube claims they wrote and algorithm to detect this. Guess what? It's not working!
 
Vidiq has some kind of notice called "triple link" or something like that. To see how many search terms are in the title, description and tags. If you put "December 2016" for example in all three then it's helps it out. The description box has 5000 characters and really, anyone not using them all, is just hurting themselves. It's a good idea to work search terms in there as best you can as well as links to others videos. To avoid just writing a string of unconnected words, just , you know, actually write a description about video!
