You seem very passionate about it. However, to keep your own sanity, I think it's good to remember that YouTube's terms of service are something they can choose to enforce as strictly or as loosely as they want. As long as they're not running afoul of any sorts of laws (slander, copyright, etc.), the TOS are only relevant to YouTube as a company.
Also, just having tags in descriptions probably aren't the only reason certain videos are getting high views. If it was that easy, everyone would just hop on that train.
