Youtube Partner Program MCN??

This just pop up on my homepage, and I honestly don't know what this is really all about. I've watched a couple videos from other youtubers talking about MCN and they stated that its not worth signing up. I mean I'm an animator, youtube and my network really does s**t for me, whats the point for signing up? And have any of you got this message as well, do you consider of this accepting this offer? Also can someone explain to me what MCN is really about? ..too lazy to research it.

Update:

Basically youtube is holding promises to youtubers, again. Youtube is still making deals with music companies for copyright uses and maybe they're going to increase the revenue. This is all a "Maybe we'll have all these features for you but hey sign up bro."
My answer now:
No I'm not going to sign-up, theres really no legit guarantees that all those features 'might' happen. I'll wait until youtube officially announce it either from their youtube channel page or a conference.
