I tried Evoke and Purple Planet but I still get flagged from time to time. Any other sources?

When you come into this forum (recording/editing/production/software/hardware) you should see "sticky threads" there's a thread there with so many useful websites :)

Q re the YT music library.
How does that work - does it have to be applied once uploaded or do you download the clips and cut thme in while video editing (as you normally would do with music tracks) ?

You can use non-copyright-free music as long as you edit it in some way. I usually add some echo, lower the pitch slightly, make the music sound like it's playing from a longer distance or from an old radio, I add little bit of wah or distortion, compress the sound a bit, boost some frequencies and there you go. I never got a copyright claim on my videos when applying those methods while the music still sounds good.
