Ah ok, I was referring to strikes, because many user believe they will get better protection from youtube strikes, which is not true.
What you are talking about is a very good feature, however knowing a little bit about video files I see a big problem.
So if i download your video and upload it again then this app will be able to detect it. (talking only about video file now) why? well video file have a unique code which is made when video is recorder or rendered if am not wrong it is called hash code.
If I download your video and edit it in premiere or any other software or just simply import and then render this video will have a new hash code, which youtube will not recognize and consider as a new fresh video. This is actualy a way to re upload videos that have been banned on youtube. Not suggesting you do that

just saying its possible.
In this case this app is useless I am guessing it will detect videos with same title ? or sound ( if it was not changed ) correct me if I am wrong.
Last time I checked you do not have to be with a network to report stolen content. Again correct me if I am wrong.
