What is best free software to make thumbnails with?

I recommend Paint.Net and GIMP. I also would recommend you to read and/or watch tutorials. I personally use Paint.Net to make my thumbnails. It can take some time to make the perfect thumbnail but it will sure be worth it! Good luck! :D
