What is a partnership?
This may sound like a silly question but how does it benefit the channel?
Also is it free or do they expect a monthly fee?

I saw RPM advertising on this website so I clicked the link and I found myself a bit confused to what I would get from signing up to them.
 
You'd get widgets like free songs, and other stuff to help improve your channel and videos. Also, for every 1000 views you get, they pay you a certain amount. It will depend on the network and their share though. That's why it's quite difficult for the beginner Youtuber to choose a good network. That's my interpretation of it.

I say don't dwell with that stuff until you get somewhat big and are serious about Youtube.
 
A partnership is where your YouTube channel is linked to a network rather than directly through Adsense/YouTube, all earnings from the channel go to the networks account and you receive payments owed via whatever means they offer, PayPal is the most common payment method.

A partnership should offer you something valuable since they take a percentage of your earnings for themselves in return for their services, most networks offer music libraries to use in your videos, extra support and other features, you really should research what they have on offer and make sure what they're offering you is written into your contract and that you think X amount of your earnings each month is worth what they're doing for you. Not many networks offer your channel promotion and most that do the promotion can be quite limited to their subscribers, Twitter followers and Facebook fans. It is a common misconception that networks will promote you constantly or bring masses of subscribers and views to your channel.

Personally I wouldn't partner at your current size as others have said but there is no harm in researching early to get a good understanding of what is on offer and what is worth going for :)

There's 2 terms, so to speak of a partnership. One is directly with YouTube/Adsense (which just offers you monetization), the other would be with an MCN (aka Multi-Channel Network) which may (depends from network to network) offer Music, Dashboard, Partner Manager, and the list goes on and on.

At your channel size, the best thing for you is to stay with YouTube itself. When you channel is larger, then I'd suggest looking into partnerships with MCN's.
