Is it legal to post such a videos, especcialy with the link in the description going to lotteries online for example? There are rules about google adwords, but I can't find anything regarding to youtube creator's rules. I see those alike channels everywhere, but is it a stable content or there are risks of losing the videos/channel?

I don´t know if it´s legal or not but I have seen some gambling channels on Youtube and some quite big ones too. I saw a guy with about 10.000 subscribers (if i rember corect) he was palying online casino live on YouTube. His channel had a lot of links to online casinos.
