If I wasn't using Photoshop for my thumbnails, and wanted something free, I'd use Paint.NET. It offers the versatility and quality control needed to do ok thumbnails, and last I checked, it was still free.

I read a while back they were going to be making a version for Windows. Don't know if they still plan to but it is a nice program to use if you are editing on Linux.

thank you for sharing this but I think Windows Movie Maker doesn't have enough features like other Video Editing softwares
