I have Adobe CC so I tend to use Photoshop. I setup a file with all my settings and just drag new screenshots over to it and boom consistent look in a few clicks.
Photoshop is obviously the go-to, but if you don't feel like buying a program you should try Picmonkey.com like @Branden Morales said! I use to use it all the time before I got my Adobe programs.
If you're on windows, I've found paint dot net easier to get on with than gimp. It has all I need (layers, effects, plugins), with an easy learning curve.
I just use pic monkey and for thumbnails it does the trick ! I would not splash out on photo shop if you will only use it for this purpose ! hope this helps
