What @Tarmack said is most probably your best best, any Illuminatia MCN will generaly take on networks, and so will Freedom.
Howevever, with freedom, they'll usually close your account and keep your partners if you don't pass their trial. Same thing with quite a few networks, but not all, so shop around!

Tbh you are not going to have any luck establishing an MCN unless you know someone in YouTube who has the authority to set one up. Even then, it is quite tricky and long.
As for content id, you need to own the rights to quite a lot of material before they allow you to register
