I think checking the 'Less than 30 seconds' worked. The way it is laid out makes it appear that it isn't relevant to mid-rolls. So far I haven't noticed any more issues. Thanks for jumping all over this everyone...great advise, as usual!

As i understand the option: "Standard in-stream ads up to 30s in length" - its for STANDART (non-skipable video ads) only and this do not affect True-view in steam ads (skipable video ads) in any way (imho)
Another correction - ability to setup mid-roll ads on video settings starts to appear on 10+ min. length videos (not just on 30+ min. length videos as you mentioned)
As for the video ads payment, i do not remember now clearly but it was something like this:
You get paid if the longer ad (30+ seconds video ad) is watched at least for 30 seconds, or (short, less than 30 seconds video ad) is watched in full. So if the viewer watches that long ad at least for 30 seconds, you get paid for that ad.
However i have no idea if those" Youtube partner promotion" program videos which Youtube show on the videos are paid or not...
You are correct. I just looked at a 22 min video I had an it allows mid-rolls. Thanks for the great info everyone. YT seems determined to make things unclear and vague at every turn IMO.
