Some YouTube partners have had the ability to have a live broadcast directly through YouTube itself, not through an external site or google plus. The deal with this google plus ordeal is it could mean everybody could broadcast live, which would be nice.

Yes. YouTubers such as run the CoD YT community run livestreams via YouTube for things like their show of "Painkiller Already" which started out as a podcast and evolved into a show on Thursdays now livestreamed on YouTube. It's fairly functional and uses YouTube's interface--the chat, however, sucks horribly.
