Laggy & Jittery video

Here is what my settings currently look like.. I also tried that program you suggested, and it didn't help at all.[DOUBLEPOST=1391383274,1391327515][/DOUBLEPOST]Bumpin this back up, I guess.[DOUBLEPOST=1391446270][/DOUBLEPOST]I guess I'll bump this again..

Im no understanding it. When you record the raw/ edit it in premiere and see it on pc its smooth. And when you upload it and see it on youtube you get it laggy and not smooth. Is this it?

Yes, when I upload my video it goes from being smooth to being choppy.
 
Its not only the size. you have to change the pixel Aspect ration to 1 square pixels i remember this removed the Jittery look from my video! sometimes premier will change it with each new project!

I've not only tried 720p, but also 1080p.

My Pixel aspect setting is ALWAYS set to 1 square pixel.
