Laggy & Jittery video

So I've been thinking about starting a gaming channel on Youtube for a while now, and I've ran into a bit of a snag. After uploading videos they seem to lag, and become very jittery when scrolling. I have not encountered a solution to my problem (which is why I am here), and won't upload until I do find a solution.

Some additional info:
~ I'm recording with fraps at 30 FPS.
~ I'm using adobe premiere pro & exporting as an MP4 file (h.264) with youtube settings at 30 FPS.
~ The video files look incredibly smooth before uploading to youtube. I watch both the raw footage from fraps, and the footage from adobe premiere pro.
~ I've been trying to find a solution to the problem for about 2 weeks now, and I'm about to rip my hair out.

I can't give a link the unlisted video I've created as an example in this thread, but could give it privately to people if it means a possible solution could be found.

Edit: I've made the test video publiic on YouTube, which means it can be viewed by simply checking my channel. My channel name is FawfulRS.

I have videos that are actually worse then my example given on my channel, however, they are listed as private.

try record with fraps capped to 60 fps, it makes your video MUCH smoother looking plus you get higher frames! and change adobe to 60 as well of course!
 
No, I've only been using Adobe Premiere Pro, but that shouldn't be an issue.

The video I'm uploading is not the same quality that I'm exporting from Adobe Premiere pro.
that MAY be it, you want to render the project at the same settings at the raw file, if the recorded file is 1920X1080 you want to make sure its rendered and uploaded at 1920X1080

What do you mean?
That doesn't explain why the video I'm uploading has an incredibly butchered quality in comparison to the file that I'm uploading when viewed on my computer.

When I view the files on my computer, they are incredibly smooth, and after I upload them they look incredibly choppy.

if the videos are recorded at 720p they need to be rendered at 720p because if they are rendered at a different resolution, the pixels overlap causing a laggy, jittery sensation and also, try letting it stay on youtube for about 5 minutes, and after waiting go back to it and see if its any better. because the video still may be processing on youtube
