If you want to use an intro, don't make it longer than 15 seconds. I personally think intro's longer than 15 sec are very annoying because I want to get straight to the point. A 10 seconds intro is the average time for an intro.
Intros and outros help solidify your brand. If you want people to really make note of your name or your show/series' name, an intro is a good way to get it right in their faces.
My preference? Tease your video first: give us an idea of what to expect in this video, either in content or tone, and then insert the intro. This is for all of those people that want to get straight to the point, to hook your viewer before they click away. Your intro should be 5 seconds or less, and in a perfect world has some sort of audible hook, catchphrase, or distinct music. (Don't try too hard. I mean, Hannah Harto's somehow managed to make "Hello!" a catchphrase, and it works.)
Your outro should be similarly quick, and should be recorded anew for every video. Thank the viewer, let them know if you have something else you want them to check out or look for, and drop a "subscribe" button in there somewhere.
