No, it is not a glitch, just a YT rule. You get ONE custom URL, that's it. So even if you rename your channel, the URL doesn't change.Oh I guess that must be a glitch in the system?
Also, your marketing training is of course correct, rebranding a existing, well established brand is difficult. It will take a lot of time and effort (and for companies, thus, money) to market the new name. On Youtube this is a bit easier, as you can just make a video about the name change and bam, you're done.
The biggest Youtube rebrand I've seen is Danisnotonfire, who rebranded to Daniel Howell. He has been a Youtuber for 9 year and his old branding will probably haunt him forever
