Not really. They are literally the highest payout ads. TrueView In-stream and Standard Reserved In-stream are always the two highest for me.

Probably depends on how many fan finder ads are displayed on 1 channel though and to the amount of viewers. Unless Google is somehow paying for the ads themselves which I highly doubt they'd do. It seems like a good excuse for them to run ads for free in a way lol If you're really concerned what I'd recommend looking into is whether you can block fan finder ads if you want to go down that road. I know via AdSense there are ways to block certain types of ads, not sure if that includes fan finder ads, you can also block specific ad URLs from showing if need be. Maybe your network can help to, since they should have a little more control over ads, in fact from what I'm aware of, it's a networks job to provide/manage the ads displayed on your channel. Just a few options that might help.
Afaik, Fan Finder adverts will only show on playbacks that would not have been monetized in the first place.
So if you had 1000 monetizable views in a month but YouTube was only able to sell/ serve advertising for 80% or 800 of them, then they would aim to place fan finder adverts on the other 200.
