DO NOT JOIN THIS NETWORK, EVER!

All of the posters above have valid points. The first thing you missed is that no network is going to directly cause your channel to grow. They give you tools you can use to help you grow your channel yourself.

I also agree that you are a bit small to be joining a network in the first place. My channel was nearly 10 times the size of yours before I even thought of joining one.

Finally, far too many YouTubers still think of networks as an instant springboard to "YouTube fame and fortune". To actually create that springboard, you must have any or all of the following:

1. Unique and engaging content that truly makes your channel stand out from the crowd

2. A continually expanding viewer pool

3. An effective channel marketing scheme which doesn't involve spamming

4. Consistent posting schedules

I wish you luck. I think it is too soon to say that a network has broken promises.

[Addendum]

Sigh...your channel looks like a marketing channel. Yes, I know you are giving away AE templates for the most part; however channels marketing products or services are:

A: A dime a dozen these days

B: Seen by most YouTube viewers as a form of "video spam"

Suggestion: if you really want YouTube to make you money as a partnered channel, a marketing channel niche isn't the way to go. You need to find a niche that people will want to watch.

Your giveaways will only be of value to other videomakers, and not all of us use Adobe After Effects.

The average YouTuber will look at your channel and go somewhere else, as you are doing content marketing, not entertainment. YouTube viewers want to be entertained for the most part, not sold product or services.

You need to rethink the reason you came to YouTube.

[Addendum 2]

Get those URL shorteners out of your About section before YouTube kills your channel! Those are against the policy on "Spam, Scams and Deceptive Commercial Content". You are about to die before you even get your feet off the ground.

Oh shi- but wait.. I've seen many channels using them... Even 1,000,000+ Subbed channels.
Those channels have done something to prove to YouTube admin that the content revealed at the link is trustworthy and not spam; what, I have no idea, or they simply haven't been caught out by the system yet. Go to the YouTube Help forum, search "URL Shorteners", and see what you find.

Take the chance if you really want to. Just remember that if YouTube decides to terminate your channel, you are prohibited from possessing, accessing or creating any further YouTube channels.

Is it worth the risk?

Nope. Totally against the TOS. If you have them in your video descriptions, you are in even more danger.
Not exactly, YouTube only has issues with URLs that redirect somewhere else other than the original destination (adf.ly links).

OP: As long as you are directing straight to the intended page (no middleman pages), you will be safe.

Look at the OP's sig here. He has bit.ly links in it. He also had bit.ly links on his YouTube About page, which is why I said what I did in the first place. Can you actually tell me that bit.ly links are not redirect links? After I warned him, he changed them back to the originals; and this took place only in the last 38 hours.

I must have not been clear. URL shorteners like bit.ly and goo.gl are safe to use on YouTube as the link will go directly to the intended site. URL shorteners like adf.ly are not allowed as those go to a middleman ad page first before directing.

Example: You made a video about, in OP's case, video templates and you wanted to include a download link. The service you are using gives huge URLs that are crazy long so you want to use a short URL to redirect to the download link. In the video, you mention there is a download link in the description that viewers can access.

Here is where the differences come into play:
  1. You use a bit.ly/goo.gl link to download. YouTube is okay with these as the link goes directly to the download page.
  2. You use a adf.ly link to download. This is not okay as the link goes to a page of ads before going to the download page.
Use of redirection URLs that go somewhere other than the original destination is considered deceptive (and violates the TOS).
