Difference between Partners and Non in 2013 layout?

It is actually after 4 weeks. I got mine bang on 4 weeks. I believe some things can affect you not getting them at that time though.

Sofar i remember, a Partner page had some extra pixels space on the top? (i can not find it on my partner page)

I got mine very very recently... I'm just not using it yet. Maybe in your case, you'd have to wait about 1 more month...

I dunno ... from what I've been reading, I personally don't think partnerships sounded very appealing even before the new layout announcements.

New partners don't get any extra features to normal users any more. They still get the benefits of being a partner:
