since 2013 his chaine get millions watch and didn't discovered ??

Channelytics says that rom7ooo is partnered with the SquaredPoints network. TubeBuddy tells me that all of his videos are monetized by RedPointsAffiliate (RedPoints became SquaredPoints). If you look on SquaredPoints' "Trusted by..." section, you will see that rom7ooo shows up as an editor that they manage copyright for, but that they also work directly with several Spanish football clubs as well as football players.

In fact, I would not be surprised if rom7ooo only posted videos featuring certain clubs....But even if not, they probably *do* work out the licensing arrangements that are necessary (since they are already representing other clubs)

So, I guess the question is: are you also with a network that is known for working with football clubs? If the answer is no, then that's a big difference between you and rom7ooo

There are a few problems. First, not all networks are the same. Some networks basically just take ad revenues and don't actually do anything for their channels.

There are some really good networks that will work out licensing and deals, BUT here's the second problem -- these networks usually have very high entrance requirements. In other words, you have to make your case as to why they should accept you. Because if they don't think that you will bring in lots of views, then they won't be able to make money.

OK, so I just checked a few videos for each of these people.

WeSpeakFootball's videos are monetize by RedpointsAffiliate (same as the rom7ooo), but he is not partnered with them (so it could be that they are taking the monetization and he gets nothing)
Fazeli's videos are monetized by themselves. (So maybe that's a good sign for you -- they are not with a network yet their videos stay up)
HeilRJ 2's videos are monetized by various folks (FIFA claims some of them, realmadridcf claims others, and some are owned by himself...so this likely means that HeilRJ 2 only gets monetization for the videos that are not claimed by others.)
Messi TheBoss are monetized by RedpointsAffiliate (same as rom7ooo) when they are about lionel Messi. Some of his other videos are not claimed by them though....so it's likely that Redpoints/SquaredPoints gets all the monetization for all the Messi videos.
Henrik Lehmann monetizes several of his videos on his own, but some of the videos are monetized by Mediapro.

So, I think what you can get from this is this:

1) Just because a video is uploaded doesn't mean the uploader is getting the monetization.

However,

2) not all videos will be claimed by another network.

what about create the channel and make it grow with some videos like Fazeli's ! ( from my edit of course and my idea )
and became a partner with a network ! It's good ?

I think that's a good goal to have. However, I can't say for sure whether or not you'll be able to monetize or if other folks will take the monetization. Of all the examples you've provided, most of the videos are monetized by someone other than the channel. So you can't be sure

This networks accept me or they are like Google Adsence and Youtube Partner ? Told you to have all the copyright ? or they are just have a simple requirements ? Or it depends on the networks ? Some networks accepte and the other don't accept me ?
 
Every network has its own requirements. If you don't have a network, you can monetize through Google Adsense/YouTube's Partner Programs. So networks are like something added/more than YouTube's partner program.

So, you'd have to check with each network that you'd be interested in to see what their requirements are. The better ones would have much higher requirements, so it would be harder to get into.
