I'm just a newbie start a channel about football videos .
I will Download some goals and skills of LEO MESSi for example and editing this goals and skills and to add music on the video .
is this an legal or illegal way to promote my channel ! and can i make money and become youtube partner .

Note : about the music ! it's a Creative commons music
but is the goals and the skills are not belong to any company like LIGABBVA or something !
because i will download this goals and skills from some resources and editing all the video from the beginning !

can you help me please ?

If you're taking clips that have aired on TV at any point then I think it is copyright infringement. I don't think this type of video would be protected under Fair Use.

So, whenever you see a video that's still up on youtube, you can't be sure that the person who uploaded it is the one who has monetized it. If there is content recognized from content ID, then someone else could have monetized that video and you wouldn't necessarily know unless you had a tool like TubeBuddy to tell you who was monetizing.

Not all clips are in content ID, so not all copyrighted material is automatically recognized, so many people do get away with posting copyrighted material. But just because they aren't caught doesn't mean that they aren't infringing copyright -- it just means that the copyright owners haven't discovered that yet.

It's a gamble, but yes. If the owner hasn't found it, then they can't claim the monetize it.

However, if someone not in content ID finds your copyright manually, then they won't just take monetization -- they will likely issue a copyright strike, which could block you from being able to monetize any videos.

After that, you would be surprised on exactly how much owners do eventually discover. Not much (if anything) stays hidden forever.

I don't think it matters how many subscribers/views you have, if it's copyrighted material that you're posting then it's not technically allowed.
