Can a channel acquire an another channel's name?

Does YouTube let one channel make arrangements to acquire another channel's name? For example say you wanted a particular channel name but it was already taken by someone else who wasn't doing much with the channel, would YouTube allow you to make arrangements with the channel holder to surrender their channel name voluntarily?
 
Nope. But if you're big enough and the channel is inactive you can get it re-directed too your current channel i.e you want Youtube.com/Babyteeth but it's not avaliable. YouTube can make that point towards youtube.com/babyteeth4

But afaik that's only happaned to really big youtubers.
 
So anyone can start a channel called "Pewdypie" or "VeeSauce" or something similar?
 
YOU can have the same name just not url Like I made like 4 channels called TheSuppressedNation all differnt Urls though
 
Ironically I just discovered some ******* just started a new channel called "Babyteeth4"...sigh. Can't people just work on being original and good instead of ripping other people off?
 
Since its integrated with Google+ you can rename your channel for example before Pewdiepie disabled comments there were so many comments from other Pewdiepies and such
 
Yes, it is possible to reclaim channel names as a vanity (re-direct) or a new channel (you'll get to use the name but on a new channel) :)

Channels must be :
  • Terminated or Suspended
  • Don't exist/ Error message
  • 6 months in-active/ no new videos/ no announcements when there will be a video.
  • no videos on channel after it has been taken for atleast 6 months
