Personally, I'm eyeing for Canon 60D. You can flip the lcd so you can see yourself while recording.

Vlogger = go for simple camera
Skits = go for DSLR.
 
camera definatly, you can get cheap ones that allow you to do manual focus, in video picture, change the aperture and all that, they also tend to be way higher quality. To get a camcorder that does that you need to spend like over $1000
 
I got a camcorder because it only cost me £75, and it records in full 1080p, I didn't see any reason to get a camera.

I suppose when you're doing vlogs and want a really portable camera then you could even get away with the better phone cameras these days.
If you want to have a filmic look to your video, a DSLR is the best way to go in my opinion. Due to the large sensor you can get incredible video quality. To that you can add 1080p video recording (I'd watch out for the cheap camcorders FullHD advertisements, to make sure they offer 1080p not 1080i video), interchangable lenses, sweet depth of field and very importantly- absolute manual control over shutter speed and aperture. Most video DSLRs give you the options, but for Canon cameras you can absolutely skyrocket the features with the Magic Lantern firmware (you'd have to check out for what models this is available, but I turned my old 500D into a filmmachine). You can find quality used lenses that go for like 30£ and fit them to your DSLR with adapter rings.

So in a nutshell, point and shoots if you want quick and decent quality, perfect for vlogs I guess. DSLRs if you're serious in controlling how your footage looks like and are interested in creating short films/skits aswell.
