Calling YouTube 'work'

One way to look at it is people who volunteer - they don't get paid, however they most probably consider it work. I earn nothing from youtube however I could still consider it work as you put effort in. I do not generate many views as I am small but others let it play an important role in making money

I guess you can class youtube as work, even if you do enjoy it

It becomes work when people are making thousands of dollars per month. It's extra income. The IRS will tax you because they see it as income. Top earning channels MUST get a business licence because they are technically a business due to their high earnings.
