I personally have never bought views but my friend has and he thought it was the best thing he ever did. I don't mean buying couple of hundred views, he bought about 50,000 worth for about $500(no bots, real views from one of these websites). He had the video monetized that he bought the views for, and within a week those 50,000 turned into about 75,000 and in a month his video became one of most watched videos in the entertainment category. So what am I saying small time views wont do anything but if you can get enough views they will boost your video (given that the content is actually worth watching) high enough for people to start discovering it on their own and youtube prioritizing it because it gained so many views giving you more views and more exposure. When his video gained about 2.5 Million views he already made about $7,000 from monetized ads, so for him that was the best $500 he ever spent.
