Blurry background

Is it possible to achieve a blurry background with a standard kit lens on canon 700d like this

Or would I need to invest in a different lens?
 
To get that much of a blurry background in a bedroom like most vloggers do, you will be looking at getting something other than a kit lens

Just a snapshot from one of my earlier videos. This isn't the exact same blurriness, but you can make it blurrier by doing what I did. Just move the camera a good distance away, zoom in with the lens and take it off of auto focus and adjust the manual focus until you can be seen, but the background is blurred out. I had my camera somewhat close which is why it's not super blurry.

Edit: I have the basic lens kit that came with the 70D, don't know if that makes too much of a difference for you to work with. :/

Is the 70d the same as 700d or different?
 
Use an aperture around f/3.0 to f/1.0 and you'll get a good blurry background, or bukeh as some photographers call it. You can also move the camera further back and optically zoom in with the lens and focus it and you'll get more of a blurry background. If you are going to invest in any lens I recommend a prime lens, with a wide aperture.
 
Any way to achieve this without a DSLR cam?
Depending on your camera, I have a small Canon Powershot, there are settings that offer fun little filters to use. If you use the "Miniature Toy" preset under the camera settings it will focus on a designated area that you select and automatically blur out everything outside of that window.
