Audio is faster than video, help!

So I found out the issue, because my room was a bit dark my webcam had to work a bit harder which in turn affected the frame rates. It was recording at 22fps which obviously slowed it down on the editing program. Now I'm just trying to find a balance so it doesnt get faster.
 
Wow thats just very wrong, right?
The webcam should do that :/
