A Thumbnail Problem, Please Help?

Hi,
I'm not a Youtube partner but I have seen many non-partners being able to customize their video thumbnails while I still can't. The option just never appears. I've read that I should be allowed to have this option if my channel is in good standing and after 30 days, well I've had my channel for more than 30 days already, and I've checked my settings which says that my channel is in good standing. So I can't figure out why I can't customize my thumbnails. Maybe that's because for the first 30 days I wasn't active every day, but can one be active on YouTube every single day?
Anyone can put some light on my confusion please?
 
Well it says 'Your account isn't eligible at this time' for both the monetization and thumbnail option. I'm confused.
 
You have to click the button to enable monetization. After that is done and you agree to the monetization terms of service it will unlock both the ability to monetize and the ability to have custom thumbnails.

you have to do that verifying thing where google ask for your cellphone number and then they text you a code.
 
You can get thumbs without monetisation but it's very, very rare and totally randomised so you can't do anything to instigate it.

But monetisation + 30 days good standing guarantees you thumbs :)

hmm I don't know. . . like for me I went to monetize and did the whole cellphone thing and then never monetize my videos. I got the option to change my thumbnail after that. I never monetized my video but I have the option to.
 
Ohh the cellphone thing! I always used to skip this, oops. :P my fault. Okay I'll give that a try. Thanks a lot everyone! After that is done, I'll see whether it works for me!
I'm not interested in monetization so I won't mind if Youtube doesn't monetize me after that, I just want my custom thumbnails.
 
It seems that I can't receive the verification code... My sister couldn't either when she tried to verify her account as well. *sigh* I live in Mauritius and there's always a problem concerning web interactions in my country, like we can't receive Paypal payments! I think I'll have to contact my phone number provider.
Well, I'm done for today, and anyway if I really still can't customize my thumbnails after all this, it's too bad, but fortunately my channel doesn't aim at anything big, it's just for fun. But then I'd like to thank you all for your advice! At least I know what to do in such a case now :)
