I think even Creator X will partner with adsense disabled, because really adsense isn't going to be used they use paypal. Even though there are networks that use paypal but require adsense to be in good condition.

When apply for Network, channel owner do not need Adsense, BUT this channel should not have any (unresolved) issues with Adsense in the past.
(probably you have this in mind but i just wanted to clarify)
Unfortunately in our case we are discussing - channel does have issues with Adsense.
So there are 2 ways:
1. Email Adsense for appeal and if resolved, you can use your channel again (with Adsense or with Network)
2. Migrate all content to new channel which will have clean history and start working there (and delete the present channel to avoid dublicated videos)
(i never ran into those problems so im not talking from my own experience, only from what i have read around)

There is absolutely NO WAY to contact Google. Try anything and everything but they just DON'T GOT THE CASH TO HIRE SUPPORT AGENCIES for us...Sorry to hear that
And there was a network called "Acifin" that previously use to BUY disabled adsense accounts if you sign with them. But they have now discountinued after I had spoken to one of their staffs that manage partnership.
