Easy, you DON'T enable monetization. See the following screenshots below from my channel. That and read the link right next to "Custom Thumbnails [] Choose your video's thumbnail by uploading your own".

I remember back when features used to be exclusive haha. Either way, I do think it's a good idea to open features like custom thumbnails to all users, especially if you're sick and tired of getting bad suggested thumbnails. I think it also makes your videos appear more well-done.

LUCKY. I remember I didn't get my custom thumbnails until after 3 months ):< I always got ugly thumbnail choices too! hahaha. But thats cool
