Subtitle *Auto Translate* Suddenly Disabled?

Every video I upload receives automatic captions to English. Then I add the following languages to the subtitles:

Czech
Filipino
German
Hindi
Indonesian
Japanese
Kazakh
Korean
Portuguese (Brazil)
Russian
Spanish

With each language, I select the Auto Translate function, which translates the original captions from English respectively. I have followed this process on over 300 videos without any problems.

Suddenly, two days ago, the Auto Translate button is disabled... on every language. Every video.

Troubleshooting:
I have cleared the cache and cookies of my main browser: Chrome.
I have reinstalled Chrome.
I have disabled/removed all extensions on Chrome.
I have tried the same process on Firefox.
Multiple computers.
Even my Editors from across the country on different accounts and systems receive the same error.

Has anyone else experienced this?? I have spoken with two Google/YouTube support agents and neither were able to help.
