CAs are under VNs, and no.

Having CMS access is a totally different thing to having the ability to partner channels.

I'm sure Shane will explain.

But people are partnered at the end of the line via CMS. However before that a sub network may put them in a google docs spreadsheet or on a dashboard where then the company with the CMS will process the partnership. So technically the sub network (you) have partnered the channel, however you haven't directly done this yourself via CMS.
