Let's clear some things up
There is no such thing as "Full" Partnership. To become a Partner, you can enable Monetization and successfully monetize at least one video. Countries which aren't enrolled in Monetization still have to apply using the Partner application and be accepted. Monetization is available from as soon as you register on YouTube.
Everyone is equal, you're still considered a YouTube Partner if you applied pre April 12, 2012 or just enabled monetization.
YouTube
will release the limited features to Everyone in the future, someone working at YouTube at CES confirmed they are pushing to make these features available to everyone not certain Partners. They have already made Custom thumbnails available to all Partners.
Partners who are directly with YouTube and have additional branding options still Monetize and have to get their videos approved. YouTube usually puts you on some sort of auto-approval that's with my case anyway. Other than that you're exactly the same as every other Partner without the branding options.
"Brand" Channels require a 6 figure investment in advertising on YouTube. YouTube Partner and Brand Partners are
completely different.
