So, if I want my channel to join a network I couldn't do it as it has an active Adsense account? I would need to start a new channel or does this only apply to channels with banned Adsense accounts?

Thats only the case with banned Adsense accounts that have been tied to a channel. After being banned by Adsense with the channel linked previously to your banned Adsense the network is unable to link it to theirs.

My friend too have this problem, but he want leaving Network now. so what a effect "monetization" if he leave a network

OR

if he get RED can he join/partner with another network?
